As pointed out in Przepiorkowski (2000), there are two different possible predicative agreement patterns with numeral phrases (NumPs) in Polish. In the one case, the modifier appears to be agreeing with the numeral and in the other with the noun, thus seeming to violate locality restrictions. Przepiorkowski (2000) argues that this constitutes evidence for making the arguments of a head visible, so that the modifier can choose what to agree with.
However, by thoroughly analyzing which kind of numerals participate in this kind of structure, we are able to instead define a genitive of predication. This handles the data equally well, but circumvents the need for more complex analyses along the lines of Przepiorkowski (1999, 2000).
